Chief Executive Carrie Lam Cheng Yuet-ngor's trip to Beijing has been postponed as it clashes with the four-day meeting.
Lam had delayed making her policy address until holding talks with mainland officials this week over Hong Kong's economic recovery.
Sources said Lam is still aiming to deliver the policy address by the end of next month, despite a delay in her trip.
It is understood that Lam is expected to fly to Beijing sometime next week. Her trip will last five to seven days and will include stops not just in Beijing but also the Greater Bay Area.
At least three officials - Secretary for Food and Health Sophia Chan Siu-chee, Secretary for Constitutional and Mainland Affairs Erick Tsang Kwok-wai and Secretary for Financial Services and the Treasury Christopher Hui Ching-yu - will travel with Lam, sources said.
