The administration is reverting 1,690 private plots with an area of 109 hectares for Kwu Tung North/Fanling North New Development Areas.
Land being occupied by 40 graves and 17 urns with an area of government land of about 2,180 square meters will also be acquired,
The government will also gazette a one-month notice today of its intention to order people to remove human remains from seven graves.
Negotiation will continue over voluntary removal before the order is made.
Ex-gratia compensation will be released once the sites are reverted on April 12, with a total of 1,065 households and 313 business operators scheduled to leave in batches.
The first batch of 780 households and 207 business operators are expected to move out starting the third quarter at the earliest, and all other will have to depart by the first quarter of 2026.
“The Lands Department and its appointed compensation and rehousing service teams will maintain communication with the households and business undertakings, and provide updated information when necessary,” according to a government document seen.
The government has also been handling compensation and relocation issues for landowners, residents, and business undertakings before clearance works commence.
Households affected by the remaining phase development can also apply for early departure, rehousing and compensation.
As of November 30, 889 households have applied, of which 336 have been rehoused, 11 have received ex-gratia cash compensation, while applications by 447 households are being processed or awaiting supplementary information.
There are also 95 households that are not eligible, with the main reasons including households moved into the development area after the freezing survey, living in unauthorized structures, or holding other residential properties.
The department said it would continue to process applications and contact those affected, particularly households to be moved out in the first batch so as to follow up on rehousing and compensation.
Being the first new development area project commencing construction in the Northern Metropolis, the Kwu Tung North/Fanling North New Development Areas will provide about 86,200 units to accommodate about 226,700 people, and will also provide about 1,275,000 square meter gross floor area for economic activities while creating about 53,100 job opportunities.
