Police stopped Chow on Tin Wu Road around 6.10pm on Monday (Mar 24) during an operation against electric mobility devices.
According to the circulating video online, Chow, dressed in black and wearing a cap, *is subdued on the ground by multiple officers in uniform and plain clothes, with the electric unicycle next to him.
Despite the officers urging him to cooperate, Chow appeared emotional and repeatedly shouted, "I didn't hit anyone!" and "Help me!", drawing attention from bystanders.
