Andrew Leung Kwan-yeun said today as Legislative Council president, he respects, understands and supports the initiative to safeguard national security.
He said national security is the bedrock underpinning the well being of the People's Republic of China and safeguarding stability of the whole country and Hong Kong as its Special Administrative Region, and will facilitate economic development and people's livelihood.
"In light of the latest development and actual situation, the NPC [National People's Congress] exercise its power enshrined in the Constitution of the PRC to establish the relevant legal system. This is in line with the interest of the country and Hong Kong society as a whole," Leung said.
"The HKSAR is an inalienable part of PRC. Hong Kong has the constitutional responsibilities to enact laws in accordance to Article 23 of Basic Law. The government should commence the relevant work at the appropriate time," he said.
"The successful implementation of 'One country, Two systems' can ensure the prosperity and stability of Hong Kong. This is also the wish shared by Hong Kong people."
