Youth bound over for removing banner

A maintenance worker, 22, chrged with theft, was bound over for a year on HK$1,000 at the Kowloon City Magistrates' Courts today.

He was accused of removing a banner against Kowloon City district councilor Kwong Po-yin in Hung Hom on September 6. The banner claimed that the pro-democracy councilor "is the laziest" and contributed zero documents to full district council meetings in four years.
