Eleven people have been arrested for disorderly conduct, unlawful assembly, and for  assaulting police, following yesterday's protests, the Police Commissioner, Stephen Lo Wai-chung said today.

He also said the protesters were intimidating and the police adopted a "restrained and tolerant,'' approach.

"They acted violently in an organized manner,'' he said of the protesters.

Until 3:00pm yesterday, the police were "restrained,'' Lo said. "We try our best to avod confrontation.''

The behavior of protesters posed a "serious threat to public order.''

Lo said that the police had no choice but to escalate the use of force against violence by protesters.

“Because there were serious clashes outside the Legislative Council, we had to use some weapons including police batons, pepper spray, pepper based solution, bean bag rounds, rubber bullets, and tear gas,” Lo said.

He also noted that 22 policemen suffered various injuries.

Last night, the the Chief Executive Carrie Lam had also declared that the violence was “rioting” and it was “intolerable in any civilized society that respects the rule of law.”
