Judicial review filed over PLA pier

A campaign group, Designing Hong Kong, has filed an application in the High Court for a judicial review over the government's decision to rezone part of the Central waterfront for use as a military pier for the People's Liberation Army.
The controversial decision was earlier approved by the Town Planning Board and the Executive Council.
The group, founded by District Councillor Paul Zimmerman, said the Board had made a last-minute change to its decision without consulting the public comprehensively. He also said the decision was not in line with public expectation. --RTHK
