(04-11 11:52)

The extinguisher on the 17th floor of Block 10 in South Horizons, Ap Lei Chau did not work when the fire broke out, said Hong Kong Command deputy chief fire officer Leung Chi-Hung.
Leung said the water pressure on the floor was too weak, so firemen had to connect hoses from the ground floor.
