Protesters urged to consider legal liability before action

Protesters, including those who plan to participate in "Occupy Central", should consider to act legally, said Police Commission Andy Tsang Wai-hung.
The top cop said police have to maintain order in the society and will not tolerate illegal activities. Tsang urged protesters to consider related legal liability before they take action.
