Probe into online ID index

The Privacy Commission is looking into activist David Webb's publication of an online index of identity card numbers of more than 1,000 individuals, including those of some well-known tycoons, RTHK reports.
Webb launched the list to campaign against a government proposal to restrict access to the personal data of company directors. Webb insists he didn't break any laws, as the data had always been publicly available.
He called on the government to stop treating ID card numbers as private information.
But the commission said obtaining personal information through public registry for other purposes may be illegal.
Lawyer Daniel Wong Kwok-tung, however, said Webb did not violate any regulations of privacy, as he did not take profit through sale of the information.
