Legco unhappy with hospital land grants

Legco's Public Accounts Committee has expressed "dismay" over several direct land grants by the government to private hospitals.
Its report noted that hospitals given such land grants had failed to comply with two conditions -- that they provide a number of free or cheap beds to the public, and reinvest profits from operations to improve facilities, RTHK reports.
The committee said it was inexcusable for the government to provide excessive land to the Union Hospital in Sha Tin, which used part of the site for a luxurious residential development after applying for a change of land use and paying a premium.
Legislators also found it "unacceptable" that the government had sometimes failed to exercise effective regulatory controls over private hospitals.
