(Policy Address) CY stays mum on TV licenses over legal tangle

Chief Executive Leung Chun-ying said it would not be appropriate to comment on the licensing process of free-to-air television.
Civic Party lawmaker Claudio Mo Man-ching pressed Leung to comment if he is open to more free TV broadcasters in the city.
Leung said he would no comment since a legal challenge is being heard.
Mo also said Leung failed to strengthen the protection of freedom of speech in the city.
