(Policy Address) People first, says CY rejecting need for full consensus on land issues

The community’s overall interests must be served first in deciding land use in Hong Kong, the Chief Executive Leung Chun-ying said today as he waded into the debate over land supply.
While a balance need to be achieved in serving different interests, he said, Hong Kong must show courage to make hard choices and decisions with the overall interests of the community in mind, he said.
But he reiterated an earlier stand that Hong Kong must not wait for complete consensus over land issues. “In fact, we cannot afford to, and should not, wait for a full consensus.’’
Leung is delivering his maiden policy address in the Legislative Council today.
