Any attempts to challenge Beijing's authority won't be tolerated, official warns

A top mainland legal expert, Shen Chunyao, warned during a talk in Hong Kong today that any attempts to use the city as a base to challenge the authority of the central government or jeopardize national security will not be tolerated.

Shen, who heads both the Legislative Affairs Commission and the Basic Law Committee, also stressed that Hong Kong’s Basic Law is a ‘subsidiary’ of China’s constitution and therefore cannot be separated from what he described as the ‘parent’ law, RTHK reports.

There can be no doubt, Shen said, that the constitution is the highest legal authority in the country.

Speaking at a seminar to mark Constitution Day, Shen said all Hong Kong people have a duty to strictly abide by the Basic Law and the constitution.

"Any attempt to jeopardize national security, challenge the authority of the Central People’s Government and the Basic Law, using Hong Kong to engage in subversive activities against the mainland would be in breach of the bottom line and is not allowed”, Shen warned.

He added that while Hong Kong enjoys a high degree of autonomy under the ‘One Country, Two Systems’ principle, the concept of ‘One Country’ must be strengthened.

"'Two Systems' is actually founded under 'One Country'”, Shen stressed. "The constitution is the parent law and the Basic Law is the subsidiary law. The Hong Kong SAR cannot be removed from the national constitutional and there is no rule of law without the constitution.”

At the same event, Chief Executive Carrie Lam Cheng Yuet-ngor said the government will do more to promote the importance of the constitution in the SAR. Only by doing so, she said, will people here understand why it’s so important to defend it. Photo:-RTHK
